Over 60 Arrested: Protecting Uganda's Forests - The Zoka Forest Reserve Encroachment (2026)

Imagine a lush forest, teeming with life, suddenly under siege by hundreds of people armed with tools, intent on claiming it as their own. This is the stark reality facing Uganda's Zoka Forest Reserve, where over 60 individuals were arrested in a dramatic crackdown on illegal encroachment. This operation, one of the largest in West Nile's recent history, sheds light on a growing crisis: the relentless battle to protect Uganda's dwindling forests.

But here's where it gets controversial... While authorities hail this as a victory for conservation, some arrested individuals claim they were merely reclaiming ancestral land. This raises complex questions about land rights, historical injustices, and the delicate balance between community needs and environmental protection. Should ancestral claims override conservation efforts, or is the preservation of vital ecosystems a non-negotiable priority?

The arrests took place on November 20, 2025, around 1:00 PM, after security forces received intelligence about a mass mobilization into Acholi Bay, a section of the Zoka Forest Reserve located in Malira Village. A joint team comprising the Zoka Army Detachment, Zoka Police Detachment, and Field Force Police swiftly intercepted the group, preventing them from establishing a foothold within the forest. According to SP Collins Asea, the North West Nile Regional Police Spokesperson, over 200 people were seen moving in large groups, seemingly intent on occupying land within this protected area.

Security officers recovered pangas, hoes, and other tools, suggesting plans to clear vegetation. Among the more than 60 detainees, 10 were transferred to Adjumani Central Police Station for further questioning, while the remainder are held at Maji 2 Police Station. Authorities are conducting environmental impact assessments and profiling the offenders, with some suspects still at large. Additionally, over 40 mobile phones, 50 pangas, and 10 hoes were confiscated, indicating a coordinated effort to illegally enter the forest.

And this is the part most people miss... Uganda's forest cover is shrinking at an alarming rate, with the National Environment Management Authority (NEMA) estimating deforestation at nearly 90,000 hectares annually. Zoka Forest, managed by the National Forestry Authority (NFA), is among the most threatened Central Forest Reserves, constantly targeted by illegal loggers, charcoal producers, and settlers. Uganda's National Forestry and Tree Planting Act, 2003 (as amended), imposes strict penalties for unauthorized activities in protected forests:

  • Section 37(1): Illegal entry without a permit can result in fines of up to UGX 4 million, imprisonment for up to two years, or both.
  • Section 38: Prohibits vegetation clearance, grazing, construction, and other activities that degrade protected forests.

Recent NFA audits reveal that over 450 illegal land titles have been canceled in forest reserves as part of broader conservation efforts. This latest operation underscores the government's commitment to safeguarding the nation's remaining natural forests before irreversible damage occurs.

What do you think? Is the government's approach to forest protection fair and effective, or does it overlook legitimate community claims? How can Uganda balance conservation with the needs of its people? Share your thoughts in the comments below—this is a conversation that needs your voice!
